The Agua Grande Coastal Protection and Reconstruction of the Marginal Road project aims to enhance the quality, safety, reliability, and climate resilience of the Marginal Road in São Tomé city, strengthening it both as a vital transport corridor and as a robust coastal defense.
The project is also committed to improving safety and accessibility for all users — vehicles, cyclists, and pedestrians — along the road and its surrounding areas.

Promoted by the Government of São Tomé and Príncipe through the Ministry of Infrastructure, Natural Resources, and Environment (MIRNA), the project is managed by the National Road Institute (INAE) and the Directorate General for Environment and Climate Action (DGAAC).
Key partners include the Água Grande District Council and leading environmental and biodiversity NGOs, such as Programa Tatô and Marapa.

Financing is provided by the Government of the Netherlands via Invest International, and co-financed by the European Union through the European Investment Bank (EIB).

The Marginal Road runs along one of São Tomé’s most iconic coastlines, increasingly exposed to climate risks like coastal erosion and extreme weather events.
By integrating advanced coastal defenses, road rehabilitation, landscaping, and modern urban infrastructure, the project not only protects the island’s capital but also preserves its unique environmental and social heritage — supporting local communities, safeguarding livelihoods, and promoting sustainable tourism.
