Countries with a limited fiscal space, such as Albania, are looking on public private partnership (PPP) schemes to fund infrastructure projects. However, they should offer a favourable legal framework and also strong institutions so that potential investors are encouraged to participate in these projects.

For this reason, the European Union programmed a service contract that aimed at creating capacities at the various Albanian institutions in the field of PPPs in the road sector. A consortium led by IRD Engineering, together with Aninver, resulted awarded this international tender.

Among other activities, our team of international and local consultants will design and conduct a very detailed training program on the preparation and management of concession contracts. Besides, a pipeline of road projects to be potentially implemented under PPP schemes will be identified and agreed.

IRD operates in Albania for over a decade where is currently implementing several projects, mainly in the fields of transport and water infrastructure.
