Supervision Services for the Infrastructure of the 57th Air Base – Mihail Kogălniceanu Barracks 888

The project concerns the infrastructure development of the 57th Air Base located within Barracks 888 Mihail Kogălniceanu, a strategic investment within Romania’s defence infrastructure programme. The assignment is classified as “Official Secret” due to its strategic importance.

The contract was awarded through a public procurement procedure on SEAP by the Ministry of National Defence – Military Unit 02542 Focșani, covering consultancy and supervision services for both design and construction phases, as well as the warranty period.

The project includes the modernization and development of critical air base infrastructure, with the objective of ensuring efficient use of public funds and full compliance with contractual, technical, and operational requirements.

IRD Engineering participates as part of a consortium led by Ghallard, alongside experienced infrastructure specialists, providing supervision services throughout all project stages.

The Supervisor acts in accordance with the contractual conditions approved under Government Decision No. 1/10.01.2018, governing investment projects financed from public funds.

IRD Engineering’s responsibilities include:

• Technical supervision of works during design, construction, and warranty phases
• Verification of compliance with engineering design and technical specifications
• Monitoring of contractor performance in terms of quality, cost, and schedule
• Ensuring proper implementation of contractual obligations
• Control of works execution in accordance with approved documentation
• Support to ensure efficient and compliant use of project funds
