Project Implementation Support to the Syunik Customs and Logistics Centre

The project aims to support the development of a modern customs and logistics hub in the Syunik region, improving trade efficiency, transparency, and regional connectivity, while strengthening Armenia’s role in regional transport and trade corridors.

The agreement was signed between the State Revenue Committee (SRC) of the Republic of Armenia and IRD Engineering S.r.l., in the presence of key institutional representatives, highlighting strong cooperation between national authorities and international partners.

Under this assignment, IRD Engineering will provide comprehensive Project Implementation Unit (PIU) support, covering institutional strengthening, procurement, technical assistance, and construction supervision services.

IRD Engineering’s responsibilities include:

  • Capacity building of the Project Implementation Unit (PIU), including training, staffing support, and development of operational, financial, and project management systems
  • Procurement and contract management in compliance with EBRD rules and procedures
  • Technical assistance, including preparation of specifications and coordination with stakeholders and project partners
  • Supervision of works acting as Engineer under FIDIC Conditions of Contract (Plant and Design-Build, Yellow Book), ensuring control of quality, time, and cost
  • Compliance monitoring and reporting in line with financing requirements and international standards
  • Environmental and social management support throughout project implementation

The project will primarily strengthen the operational capacity of the SRC, while also benefiting traders, logistics operators, and the wider business community through more efficient customs procedures. At a broader level, it will contribute to economic development in the Syunik region and enhance Armenia’s integration into regional trade networks.

IRD Engineering builds on its long-standing presence in Armenia, where it has successfully contributed to transport infrastructure, road safety, and supervision assignments under internationally financed programmes. This experience further reinforces its expertise in supporting PIUs and delivering complex infrastructure projects funded by international financial institutions.
