This week, representatives from key Albanian public institutions are participating in the second study visit organised under Task 3 of the EU-funded project “Support for Road Sector Reform and Road Safety Strategy.”

The five-day study visit brings together participants primarily from the Albanian Road Authority (ARA), with representatives from the Ministry of Infrastructure and Energy, the Traffic Police, and other relevant public institutions.

During the visit, the Albanian delegation is exchanging experience with Polish institutions and organisations, including the General Directorate for National Roads and Motorways (GDDKiA), the Polish National Revenue Administration (KAS), the Centre for EU Transport Projects (CUPT), the General Inspectorate of Road Transport (CANARD), and the Museum of Road Engineering in Szczucin.

During the study visit, the delegation will travel across Warsaw, Lublin, Tarnow, Szczucin, and Krakow to gain first-hand insight into Polish best practices and lessons learned in:

  • Road safety management and decision-making;
  • Road network and asset management;
  • Supply and demand management processes;
  • Infrastructure planning, construction, operation, and maintenance;
  • Institutional governance and coordination mechanisms;
  • Data management, Intelligent Transport Systems, and decision-support tools;
  • Road network safety, reliability, and resilience.

The knowledge and experience gained during the study visit will support the further development and implementation of enhanced management processes, performance indicators, operational procedures, and institutional capacities within Albania’s road sector.

The activity is organised in the context of the project “Support for Road Sector Reform and Road Safety Strategy,” funded by the European Union under the Instrument for Pre-Accession Assistance (IPA), managed by the Delegation of the European Union to Albania, and implemented by a consortium led by IRD Engineering, with SUEZ and DRI upravljanje investicij, d. o. o. as partners.

IRD Engineering is proud to contribute a dedicated team of specialists to the provision of technical assistance and capacity-building services aimed at strengthening infrastructure planning, procurement, development, operation and maintenance.

A special thank you goes to all our Polish host institutions for their warm welcome, openness, and willingness to share their knowledge and experience. International cooperation and knowledge exchange remain essential tools for building safer, smarter, and more resilient transport networks across Europe.
