As part of the European Union-funded project “Support in Implementation of the Service Level Agreement (SLA) and Further Development of Performance-Based Maintenance (PBMC – Performance-Based Maintenance Contracts)”, IRD Engineering, together with consortium partners DRI (Slovenia) and VZB Capital & Advisory, successfully delivered a high-impact Study Tour to Slovenia.
The programme was designed to provide Serbian road sector leaders with practical exposure to advanced Road Asset Management Systems (RAMS), performance-based maintenance approaches, and leading institutional practices. A high-level delegation from Roads of Serbia and the Ministry of Construction, Transport and Infrastructure of the Republic of Serbia participated, bringing together senior decision-makers and technical experts in road maintenance, RAMS, legal and contractual frameworks, and Information Technology/Geographic Information Systems (IT/GIS).
Participants engaged with key Slovenian institutions, including the Slovenian Infrastructure Agency (DRSI – Direkcija Republike Slovenije za infrastrukturo) and the Motorway Company of the Republic of Slovenia (DARS – Družba za avtoceste v Republiki Sloveniji), as well as regional traffic control centres, contractors, and major infrastructure projects such as the Karavanke Tunnel. The programme covered governance models, performance-based contracting, implementation of integrated RAMS and Business Management Systems (BMS), real-time traffic management, and lifecycle-based planning.
Through technical sessions and site visits to motorway operations, control centres, and contractor facilities, participants gained hands-on insight into digital monitoring systems, operational maintenance strategies, and infrastructure lifecycle management. Particular attention was given to Slovenia’s advanced RAMS and BMS solutions, as well as multiannual performance-based maintenance contracts and concession models, offering practical lessons to enhance efficiency, transparency, and performance in Serbia’s road sector.
