Today marks an important milestone for IRD Engineering with the official signature ceremony of the contract for Project Implementation Support to the Syunik Customs and Logistics Centre Project in Armenia.

This strategic initiative, funded by the European Bank for Reconstruction and Development (EBRD), will support the development of a modern customs and logistics hub in the Syunik region, contributing to improved trade efficiency, transparency, and regional connectivity.

The agreement was formally signed between the State Revenue Committee (SRC) of the Republic of Armenia and IRD Engineering S.r.l., represented respectively by Mr. Davit Matevosyan, General Secretary, and Mr. Paolo Orsini, Managing Director.

The ceremony was honoured by the presence of H.E. Alessandro Ferranti, Italian Ambassador; Mr George Akhalkatsi, Head of the EBRD in Armenia; Mr Eduard Hakobyan, Chairman of the SRC; and Mr Tigran Mesropyan, IRD Engineering’s Country Manager, as well as other representatives from key stakeholders, highlighting the strong institutional collaboration underpinning this project.

Under this assignment, IRD Engineering will deliver comprehensive Project Implementation Unit (PIU) support, covering a wide range of activities essential for the successful delivery of the project. These include:

  • Capacity building of the PIU, through training, staffing support, and development of operational, financial, and project management systems.
  • Procurement and contract management, ensuring full compliance with EBRD rules across all stages of the process.
  • Technical support and preparation of specifications, as well as coordination with stakeholders and project partners.
  • Supervision of works acting as Engineer under FIDIC Conditions of Contract for Plant and Design-Build (FIDIC Yellow Book), ensuring quality, time, and cost control throughout construction.
  • Compliance and reporting, aligned with financing requirements and international standards.
  • Environmental and social implementation support.

The project will primarily benefit the SRC, strengthening its operational capacity, while also delivering tangible advantages to traders, logistics operators, and the wider business community through faster and more efficient customs clearance. At a broader level, it will contribute to economic development in the Syunik region and enhance Armenia’s role in regional trade corridors.
