Technical Project Documentation for Albania’s New SALW Storage Facility

IRD Engineering has successfully completed the full multidisciplinary Technical Project Documentation for the construction of a new Temporary Storage Facility for Collected Small Arms and Light Weapons (SALW) in Albania. The project is financed by the U.S. Department of State and implemented by ITF Enhancing Human Security in cooperation with the Ministry of Interior and the General Directorate of the State Police.

The project supports Albania’s efforts to strengthen its national capacity for the secure storage and management of collected small arms and light weapons, while aligning with international safety and security standards and best practices.

The assignment covered the preparation of the complete technical design package required for construction, ensuring that all engineering disciplines were fully coordinated and compliant with applicable regulations and project requirements.

The new facility has been designed to provide a high level of physical security through reinforced structural solutions, controlled access systems, surveillance technologies, fire protection systems and efficient operational layouts, ensuring the safe storage, handling and monitoring of collected weapons.

With the design phase successfully completed, the project is ready to proceed to construction, representing an important milestone in strengthening Albania’s public safety and national security infrastructure.

IRD Engineering’s responsibilities include:

• Preparation of the complete multidisciplinary Technical Project Documentation, including architectural, structural, electrical, mechanical, HVAC, fire protection, hydrotechnical, environmental, energy efficiency and infrastructure design, together with technical specifications, detailed cost estimates and all documentation required for obtaining the construction permit.

The project contributes to strengthening Albania’s national SALW control capacity by providing modern, secure infrastructure that complies with international standards for the storage and management of collected weapons.
