Supervision of Works for Albania’s New Temporary Small Arms and Light Weapons (SALW) Storage Facility

The project involves the construction of a new Temporary Storage Facility for Collected Small Arms and Light Weapons (SALW) in Albania. The facility is intended to provide secure and controlled conditions for the storage and management of collected SALW.

The project is financed by the U.S. Department of State and implemented by ITF Enhancing Human Security (ITF), in close cooperation with the Ministry of Interior and the General Directorate of State Police of Albania.

The construction phase follows the completion of the full multidisciplinary Technical Project Documentation prepared by IRD Engineering in December 2025. The design package included architectural, structural, electrical, mechanical, HVAC, hydrotechnical and fire-safety designs, as well as environmental documentation, technical specifications, Bills of Quantities, detailed cost estimates and Construction Permit documentation.

IRD Engineering is providing technical monitoring and supervision services throughout the construction phase, supporting the implementation of the works in accordance with the approved design, applicable regulations and project requirements.

IRD Engineering’s responsibilities include:

• Providing technical supervision of the construction works throughout implementation;
• Independently monitoring and reporting on construction progress, risks, quality and compliance;
• Verifying the quality of materials, installations and workmanship;
• Monitoring compliance with environmental, health and safety requirements;
• Supporting testing, commissioning and final handover of the completed facility;
• Supporting the evaluation of construction tenders as the original author of the technical project documentation;
• Coordinating with the Client, Contractor and relevant Albanian authorities throughout implementation;
• Supporting transparent reporting and compliance with applicable donor and project requirements.

The project strengthens Albania’s capacity for the secure and controlled management of collected SALW.
