Supervision of Wastewater Infrastructure Development in Tetovo

The project concerns the development of wastewater infrastructure in the Municipality of Tetovo, with the objective of improving environmental conditions, increasing service coverage, and ensuring compliance with the EU Urban Waste Water Treatment Directive (91/271/EEC).

Financed under the EU IPA framework, the project addresses the lack of adequate wastewater treatment and the limited capacity of the existing sewerage system, which was subject to overload and uncontrolled discharge into receiving water bodies.

The project comprises two main components:

  • Lot 1 – Wastewater Treatment Plant (Design-Build): Design and construction of a secondary wastewater treatment plant with a capacity of 95,152 Population Equivalent (PE), including activated sludge treatment, primary sedimentation, anaerobic sludge digestion, sludge dewatering, biogas production and handling, and effluent disinfection. The plant is designed for future expansion up to approximately 157,000 PE.
  • Lot 2 – Sewerage Network Extension (Construction): Construction of approximately 51 km of sewerage network (19 km of main collectors and 32.4 km of secondary network), including manholes, household connections, and associated infrastructure, covering the urban area of Tetovo and surrounding settlements.

The project is implemented through two works contracts under the FIDIC Yellow Book and Red Book, covering both design-build and construction activities.

The investment significantly contributes to reducing untreated wastewater discharge, improving water quality, increasing sewerage coverage, and aligning local infrastructure with EU environmental standards, supporting sustainable urban development in the Tetovo area.

IRD Engineering’s responsibilities include:

  • Acting as the Engineer under FIDIC contracts for both works components
  • Establishment of supervision procedures, quality assurance systems, and reporting frameworks
  • Review and approval of contractor’s designs, documentation, and work programmes
  • Supervision of construction works, including quality control and HSE compliance
  • Contract administration, including certification of payments, evaluation of variations and claims
  • Monitoring progress, risks, and overall project performance
  • Coordination between the Contracting Authority, contractors, and local stakeholders
  • Inspection of works and verification of compliance with technical specifications and legislation
  • Review of as-built documentation and final deliverables
  • Participation in taking-over procedures and issuance of certificates
  • Supervision during the Defects Notification Period, including monitoring of defect rectification and operational performance of the WWTP
