Supervision of Intelligent Transport Systems (ITS) Implementation on A1 Highway – Corridor X

The project involves the implementation of an Intelligent Transport System (ITS) along the A1 Highway of Pan-European Corridor X, connecting the Tabanovce border crossing with the Bogorodica border crossing in North Macedonia. The ITS deployment covers approximately 172 km of highway and is intended to strengthen traffic monitoring, management and control along the corridor.

The system comprises roadside traffic management and monitoring equipment, including Variable Message Signs (VMS), Dynamic Message Displays (DMS), automatic weather stations, video cameras and video detection systems, Local Traffic Stations (LTS), as well as the associated information and communication network and supporting structures.

The project also includes the reconstruction and equipment of the Traffic Control Center at Petrovec and the operational Traffic Control Center at Negotino, which will be connected with the local stations and roadside equipment along the A1 Highway. The deployment includes the supply, installation, integration, testing and commissioning of the ITS hardware and software, as well as training for the operators’ staff. The implementation contract is planned for 22 months.

IRD Engineering is providing supervision and contract administration services to support the successful implementation of the ITS system in accordance with the technical specifications, contractual requirements, applicable legislation and World Bank requirements.

IRD Engineering’s responsibilities include:

• Acting as the Engineer and supervising the supply, installation, integration, testing and commissioning of the ITS system;
• Administering the ITS Implementation Contract and monitoring compliance with contractual requirements for quality, quantity and timely execution;
• Reviewing and approving the Contractor’s implementation plans, equipment, hardware, software, technical proposals and relevant engineering decisions;
• Reviewing the implementation contract and design documentation to identify omissions, deficiencies and inconsistencies and recommending corrective measures;
• Establishing and implementing quality assurance and inspection procedures, including supervision of testing and verification of materials, equipment, installations and workmanship;
• Monitoring physical and financial progress, identifying potential delays and advising the Client on appropriate corrective measures;
• Supervising system testing, commissioning and Final System Acceptance, including review of test plans, procedures and results;
• Monitoring environmental, social, occupational health and safety requirements and compliance with the approved environmental and social management measures;
• Supporting contract administration, including measurements, payment certification, change proposals and assessment of contractual claims;
• Preparing monthly, quarterly, environmental and social, commissioning and final reports, as well as other reports required during implementation;
• Verifying as-built documentation and maintaining records of the installed and commissioned ITS systems.

The assignment supports the modernization of traffic management and control on one of North Macedonia’s principal international transport corridors, improving the infrastructure required for more effective monitoring, communication and management of highway traffic.
