Project Management Consultant for the Water Supply and Sanitation Sector Improvement Project

IRD Engineering, in partnership with INACON as the lead company, provides Project Management Consultancy services for a nationwide programme aimed at improving access to safe water supply and sanitation across several provincial towns in Lao PDR. The project strengthens the regulatory environment, prepares investment plans for Provincial Nam Papa (PNP), and enhances institutional capacity within DWS and local operators, contributing to long-term sustainability and improved service delivery.

Scope of Services

The consortium supports DWS in developing long-term water and sanitation infrastructure plans, conducting technical assessments, field surveys, feasibility studies, detailed designs and bidding documents. Services include social and environmental due diligence, stakeholder engagement, and full construction supervision with the role of Engineer under FIDIC contracts. IRD also contributes to capacity development programmes, corporate business plans, cost-recovery strategies, and community awareness initiatives. Throughout implementation, the PMC monitors technical progress, financial management and compliance with loan covenants, while coordinating parallel consultancy assignments that support regulation, training and valuation activities.
