Moldova Solid Waste Project – Project Implementation Support & Construction Supervision (WMZ 1, 5 & 8)

As part of Moldova’s national reform of the solid waste management sector, the European Bank for Reconstruction and Development (EBRD) and the European Investment Bank (EIB) are financing a comprehensive programme to modernize waste infrastructure across the country. The initiative promotes EU-aligned environmental performance, improved public health, and the establishment of regional waste management systems.

IRD Engineering, in partnership with Enviroplan as the lead company, provides Project Implementation Support and Construction Supervision for three Waste Management Zones (WMZ):

  • WMZ 5: Ungheni, Nisporeni, Călărași
  • WMZ 8: Edineț, Dondușeni, Ocnița, Briceni
  • WMZ 1: Cahul, Cantemir, Taraclia, Comrat (ATU Gagauzia)

The project aims to strengthen the entire waste management chain—collection, transfer, transport, treatment and disposal—through modern, climate-resilient infrastructure and enhanced institutional capacity at local level.

Scope of Services

The consortium supports the Ministry of Environment and local beneficiaries by managing procurement, tendering and contract execution; providing preliminary design inputs and technical assistance for all WMZs; supervising construction under FIDIC to ensure quality, schedule, budget and safety compliance; and overseeing environmental and social implementation in line with EBRD/EIB standards. The team also strengthens institutional capacity through targeted training and on-the-job support, while ensuring full compliance and reporting obligations under the Financing Documents.
