Construction Supervision of Civil Woks Contract for 4 Laning of the Baku – Shamakhi – Muganli Road km 91 to 107

The Government of Azerbaijan (GoA) had received a loan from the International Bank for Reconstruction and Development (IBRD) and International Development Association (IDA) in connection with the Third Azerbaijan Highway Project. The Project is co-financed by the GoA.

Part of the Project involves the four-laning of the road between Baku and Shamakhi. The GoA used a part of the loan towards consulting services to supervise the construction of sections of this road.

The project Road is located in the east of Azerbaijan in terrain that is predominantly hilly and locally mountainous, affected by significant landslide areas. Widening and upgrading the section from km 91 to km 107 follows the existing horizontal alignment with the exception of limited realignments to improve geometric characteristics and safety. As far as possible, the existing carriageway is used as one of the dual carriageways, receiving an overlay after milling and repairs.

The new dual carriageway cross section complies with Category Ib of SNIP 2.05.02-85 with 4 x 3.75 m lanes, a median of up to 5.0 m and 3.75 m shoulders on each side. The civil works to dual the road includes slope stabilization measures at several locations, particularly between km 95 and km 99. Measures include horizontal and subsurface drainage, stabilizing piles and retaining walls. The new road pavement comprises an asphalt concrete surface course, asphalt binder course, asphalt base course, crushed stone base and a granular sub-base.

IRD Engineering provided all Construction Supervision Services on the Works Contract on behalf of the Contracting Authority/Employer, performing the functions of the “Engineer” under the FIDIC Red Book Conditions of Contract for Construction for building and engineering works designed by the Employer.
