Climate-Smart Water Management Improvement Project (CSWMP) in Uzbekistan

IRD Engineering S.r.l. has formally signed a new contract with Joint-Stock Company “Uzsuvtaminot”, the national water utility of Uzbekistan, under the Climate-Smart Water Management Improvement Project (CSWMP), financed by the Asian Development Bank (ADB).
The contract has been awarded to a joint venture composed of IRD Engineering S.r.l. (Lead), Almaviva Group S.p.A., and SU-YAPI Engineering & Consulting Inc., to support the modernisation and digital transformation of water services across the country.
This milestone marks IRD Engineering’s sixth contract in Uzbekistan, reinforcing its long-term presence and continued commitment in the country.
The assignment will be delivered over a period of 55 months and consists of providing comprehensive Project Management Consultancy (PMC) services for the implementation of a large-scale nationwide programme covering 17 regional utilities and millions of end users.
The project aims to strengthen water security, improve operational efficiency, and enhance climate resilience through integrated infrastructure development, digitalisation, and institutional strengthening.
IRD Engineering’s responsibilities include:
- Implementation of smart water management systems, including GIS platforms, digital twin modelling, and advanced asset management tools
- Installation of bulk metering and telemetry systems enabling real-time monitoring of water flows across multiple regions
- Development of a nationwide asset inventory covering tens of thousands of kilometres of water and wastewater networks and millions of customer connections
- Integration of IT systems and establishment of data management centres supporting improved decision-making and operational performance
- Institutional strengthening and capacity building, including financial management improvements and support for the transition to international accounting standards (IFRS)
The programme will be implemented nationwide, supporting the operations of 17 regional utilities and contributing to improved service delivery for millions of users.
